Human Research Ethics - No Ethics Approval Required?

Pro Vice Chancellor (Teaching and Learning) and Pro Vice Chancellor (Research) agreed at the end of 2003, that certain activities that involve principally teaching pursuits rather than the conduct of true “research”, do not need to seek formal ethics review. On this basis, excluded from the requirement of formal ethical review are the following:
  • Teaching activities
  • Student research projects as part of undergraduate programs
  • Coursework components of Honours
  • Coursework components of Masters programs

In respect of the above, however, the following should be noted:

  • Any ethical issues should be dealt with in course approval procedures at the Faculty Teaching and Learning Committee.
  • It is the course co-ordinator and ultimately the Head of School who have responsibility for the ethical conduct of teaching in each course and unit.
  • Course coordinators, Heads of School and Teaching and Learning Committees may seek the advice and assistance of a HREC in developing ethical frameworks for teaching. The Office of Research Services will provide advice and arrange workshops for interested groups to discuss these issues.
  • An individual student, course co-ordinator, supervisor or Head of School may, even if a study comes within the excluded activities, nonetheless seek formal review from the Ethics Committee. The Ethics Committee will review any application that comes forward.
  • The exclusion from the need for formal ethical review does not extend to components of a coursework program that involve the production of a thesis or other work that may be “published” (in the broad sense of the word). These projects come under the banner of “research” and so, where they involve human subjects, are subject to the formal ethical review process.
